David Steele d485609658 Add strNewEncode(), strCatEncode(), and bufNewDecode(). ... These constructors wrap encodeToStr() and decodeToBin(), making them convenient and safe by eliminating the need to create intermediate buffers. Encoding/decoding is performed directly into the target String/Buffer.
