BUFFER_EXTERN() provides a clean way to create buffer constants.

Convert HASH_TYPE_SHA256_ZERO_STR to HASH_TYPE_SHA256_ZERO_BUF to be consistent with HASH_TYPE_SHA1_ZERO_BUF.
