Fix campfire randomization to be in line with H3

Campfire can now have one of 3 rewards layouts:
- 400 gold + 4 of random non-gold resource
- 500 gold + 5 of random non-gold resource
- 600 gold + 6 of random non-gold resource

This should make it match H3 logic
