We have been using `t.Setenv` is most of our tests. This PR replaces the
remaining `os.Setenv` with `t.Setenv`.

```go
func TestFoo(t *testing.T) {
// before
os.Setenv(key, "new value")
defer os.Unsetenv(key)
// after
t.Setenv(key, "new value")
}
```
