Migrate CircleCI ci.yml workflow to GitHub Actions (#1382)

* migrating CircleCI jobs to GitHub Actions

* using container matrix instead

* prevent entire workflow from stopping if one go version job fails

* updating github ci to use setup-go

* updating changelog
