Found some comments that reference WithoutBuiltin that was removed some
time ago, and being able to pass in a parameter into WithTelemetrySDK
which is not valid.

As discussed in a previous SIG meeting, this PR adds support for setting
a default value for
[`service.instance.id`](https://github.com/open-telemetry/semantic-conventions/tree/main/docs/resource#service-experimental)
according to semantic conventions:
> Implementations, such as SDKs, are recommended to generate a random
Version 1 or Version 4 [RFC 4122](https://www.ietf.org/rfc/rfc4122.txt)
UUID, but are free to use an inherent unique ID as the source of this
value if stability is desirable. In that case, the ID SHOULD be used as
source of a UUID Version 5 and SHOULD use the following UUID as the
namespace: `4d63009a-8d0f-11ee-aad7-4c796ed8e320`.
This PR follows the recommendation and populates `service.instance.id`
with a random Version 4 UUID. The functionality is guarded by the
`OTEL_GO_X_RESOURCE` feature flag environment variable.
There are plans to declare `service.instance.id` stable and also make it
a required attribute (similar to `service.name`). Once this happens, the
functionality can be made available regardless of whether
`OTEL_GO_X_RESOURCE` is set.

end with punctuation. If they do not, running fix will append a period.

semconvgen tool manually. This also updates the project to use this
version of the semconv package.
This does not include the prior, and missing, v1.5.0 and v1.6.0 versions

This implements specification requirement:

- Changes `resource.NewWithAttributes` to require a schema URL. The old function
is still available as `resource.NewSchemaless`. This is a breaking change.
We want to encourage using schema URL and make it a conscious choice to have a
resource without schema.
- Merge schema URLs acccording to the spec in resource.Merge.
- Several builtin resource detectors now correctly populate the schema URL.

This change simplifies different types of collectors into one list. The
order of this list determines how they are applied. Defaults are
applied when the user does not supply any detectors. To achieve
default behavior and additional behavior a DefaultDetectors struct has been

The OpenTelemetry specification requires attributes conform to a
standard evaluated and returned by attribute.KeyValue.Valid. To comply
with the specification, Resources created from NewWithAttributes need to
only contain valid attributes. This adds a check to ensure this and
drops invalid attributes passed as arguments.

The attribute.Set is (possibly overly) optimized to avoid allocations.
The returned value from the constructor is a value of a Set, not a
pointer to the Set. A Set contains a lock value and pointer methods so
passing the Set value raises the copylock go vet error. This copies the
same nolint comment from the `NewSet` method this used to use.
