Rename otel/label -> otel/attribute (#1541) 
* Rename otel/label -> otel/attr

Leave the imported name alone, to avoid a large diff and conflicts

* Better import comment

* Update CHANGELOG.md

Handle tracestate in TraceContext propagator (#1447)
