Tigran Najaryan	071d317394	Fix incorrect "all" and "resource" definition for Schema File (#3777) ... The "all" and "resource" sections had incorrect definitions of "attribute_rename" transform. It was missing the subkey "attribute_map". Tigran Najaryan	1eae91b3b0	Introduce "split" metric schema transformation (#2999) ... This is a new transformation type that allows to describe a change where a metric is converted to several other metrics by eliminating an attribute. An example of such change that happened recently is this: https://github.com/open-telemetry/opentelemetry-specification/pull/2617 This PR implements specification change https://github.com/open-telemetry/opentelemetry-specification/pull/2653 This PR creates package v1.1 for the new functionality. Tigran Najaryan	36b444a589	Add missing apply_to_spans section support (#2301) ... This bug was uncovered during spec review here: https://github.com/open-telemetry/opentelemetry-specification/pull/2008#discussion_r731359448 apply_to_spans section was missing although it is implied to be present in the description of how span changes section is supposed to work. This fixes the omission by adding apply_to_spans section. This is not a new feature, just fixing a bug in file format description and in the corresponding implementation.
