Fix stdout TestStdoutTimestamp failure with sleep (#1572) 
* Fix stdout TestStdoutTimestamp failure with sleep

Ensure the test condition is valid by introducing minimal sleep
durations before and after a timestamp is measured.

Resolves #1571
