Add SetStatus, SpanContext and IsRecordingEvent (#12)
* Add span apis.
- SetStatus
- SpanContext
- IsRecordingEvent

* fix formatting.

* use grpc/codes.Code

* change Option to SpanOption

* fix format errors.
