Add Metric Producer as a new interface, which returns scope metrics (#3524)
* add RegisterProducer method and metric.Producer interface

* rename testProducer to testSDKProducer

* rename testMetrics to testResourceMetrics

* add testExternalProducer for testing bridges

* add test data for testing external producers

* clean up help text

* unit tests for external Producer

* changelog

* improve test coverage

* Update CHANGELOG.md
