* Add ForceFlush() method to SpanProcessor interface

* Add a stub implementation to SimpleSpanProcessor
* Add a working implementation to BatchSpanProcessor

* add CHANGELOG.md entry

* Eliminate sleep from BatchSpanProcessor.ForceFlush() test

* Generating test spans serially should reduce test flakiness
