Replace Record limit methods with DroppedAttributes (#5190)
* Replace Record lim methods with DroppedAttributes

* Add changelog entry

* Add TestRecordDroppedAttributes

* Add TestRecordCompactAttr

* Add an indexPool

* Fix gramatical error

* Apply feedback

Reduce indentation level.
