Decouple otlp/otlpmetric/otlpmetricgrpc from otlp/internal and otlp/otlpmetric/internal using gotmp (#4404)
* Add shared otlpmetric templates

* Generate otlpmetricgrpc/internal with gotmpl

* Use local internal in otlpmetricgrpc

* Add decoupling change to changelog
