1b1745b7f7 move IP/Network lists to the data provider 
this is a backward incompatible change, all previous file based IP/network
lists will not work anymore

5a199acbb2 howto: add event manager 
add groups section in the getting started guide.
Suggest to prefer configuration with env vars instead of modifying
the default configuration file
