[fuzz] Fix compiler detection & update ubsan flags

* Fix compiler version regex, which was broken for multi-digit
  versions.
* Fix compiler detection for gcc.
* Disable `pointer-overflow` instead of `integer-overflow` for gcc
  versions newer than 8.0.0.
