3235: Tweaks to logging r=mergify[bot] a=nextgens ## What type of PR? enhancement ## What does this PR do? Make the default ``LOG_LEVEL=INFO`` ; ensure that admin does not log the access log unless it's set to ``DEBUG`` This ensures we see the authentication related messages. ### Related issue(s) ## Prerequisites Before we can consider review and merge, please make sure the following list is done and checked.
