lavc/lscrdec: drop unapplicable private capabilities

Browse Source 
FF_CODEC_CAP_ALLOCATE_PROGRESS makes no sense because the decoder does
not support frame threading.
FF_CODEC_CAP_SKIP_FRAME_FILL_PARAM makes no sense because the decoder
does not handle skip_frame.
