Increase FF_INPUT_BUFFER_PADDING_SIZE to 64.
The purpose of this is to give decoders a reasonable amount of buffer to work with before needing to check for overreads. Originally committed as revision 22288 to svn://svn.ffmpeg.org/ffmpeg/trunk
