avcodec/vp3: Make VLC tables static where possible
This is especially important for frame-threaded decoders like this one, because up until now each thread had an identical copy of all these VLC tables. Signed-off-by: Andreas Rheinhardt <andreas.rheinhardt@outlook.com>
