avcodec/x86/h264_qpel: Remove unused functions
Forgotten in 4011a76494
.
The reason for this is that these functtions are marked
as av_always_inline and GCC does not emit warnings
if such functions are unused, so this went unnoticed.
Yet Clang does, so this commit removes them.
