James Almer	a8b8b1042f	avformat/vvc: fix parsing some early VPS bitstream values ... vps_default_ptl_dpb_hrd_max_tid_flag needs to always be set, and vps_direct_ref_layer_flag needs to be read even when vps_max_tid_ref_present_flag is false. Thomas Siedel	aa3155e4c2	avformat/mp4: add muxer support for H266/VVC ... Add muxer for vvcc byte stream format. Add AV_CODEC_ID_VVC to ff_mp4_obj_type. Add AV_CODEC_ID_VVC to ISO Media codec (VvcConfigurationBox vvi1, vvc1 defined in ISO/IEC 14496-15:2021). Add VvcConfigurationBox vvcC which extends FullBox type in ISO/IEC 14496-15:2021.
