0f73b510f0 Restore _MSC_VER case in DECLARE_ALIGNED/DECLARE_ASM_CONST macro declaration. 
This compiler might be supported in the future or we might some day decide
to export these macros.

4ce9492339 Move DECLARE_ALIGNED and DECLARE_ASM_CONST to internal.h. 
Their definition depends on preprocessor directives from config.h,
thus they cannot be declared in a public header since public headers
cannot #include config.h.

692c315e3a Do not #include common.h without necessity.
