1a04d4c722 mingw32: The flag to work around bug 37216 in gcc is automatically passed to

f988ce6cad Add a lock manager API to libavcodec. 
Allows an application to register a callback that manages mutexes
on behalf of FFmpeg.
With this callback registered FFmpeg is fully thread safe.
