You cannot count on it being present on all systems, and you
cannot include libm.h in a host tool, so just hard code a baseline
implementation.

We dont include mathematics.h as the headers get configured by config.h
for the target not the host.

This is consistent with how all other table generation programs are named.
Moreover this ensures that the cos table generation program is correctly
deleted when cleaning the tree.
