Avoids casts all over the place; in this case, it also
replaces the unsafe cast uint8_t**->const uint8_t **
by the safe cast uint8_t**->const uint8_t * const*.

It caused lacking a public declaration build error with
-Werror=missing-prototypes.
Since DXGI_FORMAT is moved to public since patch set V10, this function
is no longer useful. Now remove it.
