Between ogg_save() and ogg_restore() calls, the number of streams
could have been reduced.

if no header was found the parser was not initialized and thus will
crash when trying to use it.

The name offset_t is easily confused with the standard off_t type and
*_t is POSIX reserved namespace if any POSIX header is included.
