Given that the AVCodec.next pointer has now been removed, most of the
AVCodecs are not modified at all any more and can therefore be made
const (as this patch does); the only exceptions are the very few codecs
for external libraries that have a init_static_data callback.

This cap is currently used to mark multithreading-capable codecs that
wrap external libraries with their own multithreading code. The name is
highly confusing for our API users, since libavcodec ALWAYS handles
thread_count=0 (see commit message in previous commit). Therefore rename
the cap and update its documentation to make its meaning clear.
The old name is kept deprecated until next+1 major bump.
AV_CODEC_CAP_AUTO_THREADS was originally added in b4d44a45f9 to mark
codecs that spawn threads internally and are able to select an optimal
threads count by themselves (all such codecs are wrappers around
external libraries). It is used by lavc generic code to check whether it
should handle thread_count=0 itself or pass the zero directly to the
codec implementation. Within this meaning, it is clearly supposed to be
an internal cap rather than a public one, since from the viewpoint of a
libavcodec user, lavc ALWAYS handles thread_count=0. Whether it happens
in the generic code or within the codec internals is not a meaningful
difference for the caller.
External aspects of this flag will be dealt with in the following
commit.
Explicitly identify decoder/encoder wrappers with a common name. This
saves API users from guessing by the name suffix. For example, they
don't have to guess that "h264_qsv" is the h264 QSV implementation, and
instead they can just check the AVCodec .codec and .wrapper_name fields.
Explicitly mark AVCodec entries that are hardware decoders or most
likely hardware decoders with new AV_CODEC_CAPs. The purpose is allowing
API users listing hardware decoders in a more generic way. The proposed
AVCodecHWConfig does not provide this information fully, because it's
concerned with decoder configuration, not information about the fact
whether the hardware is used or not.
AV_CODEC_CAP_HYBRID exists specifically for QSV, which can have software
implementations in case the hardware is not capable.

xavs, while b_sensitivity is only used by mpegvideoenc.

Set proper limits to the maximum allowed values.

This option is extremely codec specific and only a few codecs employ it.
Move it to codec private options instead: mpegenc family supports only 3
values, xavs and x264 use 5, and xvid has a different metric entirely.

The stats are a superset of the quality factor, also allowing the picture type and encoder "PSNR" stats to be exported
This also replaces the native by fixed little endian order for the affected side data
AV_PKT_DATA_QUALITY_FACTOR is left as a synonym of AV_PKT_DATA_QUALITY_STATS

The rationale is that coded_frame was only used to communicate key_frame,
pict_type and quality to the caller, as well as a few other random fields,
in a non predictable, let alone consistent way.
There was agreement that there was no use case for coded_frame, as it is
a full-sized AVFrame container used for just 2-3 int-sized properties,
which shouldn't even belong into the AVCodecContext in the first place.
The appropriate AVPacket flag can be used instead of key_frame, while
quality is exported with the new AVPacketSideData quality factor.
There is no replacement for the other fields as they were unreliable,
mishandled or just not used at all.

This is necessary to preserve the quality information currently exported
with coded_frame. Add the new side data to every encoder that needs it,
and use it in avconv.

Allocating coded_frame is what most encoders do anyway, so it makes
sense to always allocate and free it in a single place. Moreover a lot
of encoders freed the frame with av_freep() instead of the correct API
av_frame_free().
This bring uniformity to encoder behaviour and prevents applications
from erroneusly accessing this field when not allocated. Additionally
this helps isolating encoders that export information with coded_frame,
and heavily simplifies its deprecation.

This code only segfaults and fixing the segfault, the resulting
files are unplayable, so disable to avoid the segfault.
Better solution is welcome
