Add intra refresh support to hevc_qsv as well.
Add an new intra refresh type: "horizontal", and an new param
ref_cycle_dist. This param specify the distance between the
beginnings of the intra-refresh cycles in frames.

Add transform_skip option to hevc_qsv. By enabling this option,
the transform_skip_enabled_flag in PPS will be set to 1.
This option is supported on the platform equal or newer than ICL.

Add low latency P-pyramid support to qsv. This feature relates to
command line option "-p_strategy". To enable this flag, user also
need to set "-bf" to 0. P-strategy has two modes "1-simple" and
"2-pyramid". The details of the two models refer to

The SDK checks Data.V when using system memory for VP9 encoding. This
fixed the error below:

The SDK defines HEVC, VP9 and AV1 profiles in the same values
e.g.
MFX_PROFILE_HEVC_MAIN =1,
MFX_PROFILE_VP9_0 =1,
MFX_PROFILE_AV1_MAIN =1,
To avoid potential errors when adding VP9, AV1 profiles later,
this patch defines profile array per codec.

The SDK doesn't support VC1 encoding. In addition, both
MFX_PROFILE_VC1_SIMPLE and MFX_PROFILE_HEVC_MAIN are 1 in the SDK, HEVC
main profile is recognized as simple profile in the verbose output if
don't remove VC1 profiles.

Since commit 3bbe0c210b05fc6fbd7b1d4bbd8479db7f2cf957, the Payloads
array of every QSVFrame leaks as soon as the frame is reused;
the leak is small and not very noticeable, but if there is an attempt
to use said array the ensuing crash is much more noticeable.
This happens when encoding H.264 with A53 CC side data.
Furthermore, if said array can not be allocated at all, an AVFrame
leaks.
Fix all of this by not allocating the array separately at all; put it
in QSVFrame instead and restore the Payloads array upon reusing the
frame.
Finally, use av_freep() instead of av_free() to free the payload
entries.

The SDK supports LowPower and non-LowPower modes, but some features are
available only under one of the two modes. Currently non-LowPower mode
is always chosen in FFmpeg if the mode is not set to LowPower
explicitly. User will experience some SDK errors if a LowPower related
feature is specified but the mode is not set to LowPower. With this
patch, the mode is set to unknown by default in FFmpeg, the SDK is able
to choose a workable mode for the specified features.

All of these encoders can accept libmfx surfaces directly in a hardware
frames context, or they can accept software frames if a suitable device
is supplied to use.

Currently width_align and height_align are zero when encoding with mjpeg_qsv,
which causes "Error submitting the frame for encoding". This patch sets the alignments.

Add -tile_rows and -tile_cols option to specify the number of tile rows
and columns for ICL+ (gen 11) platform.
A tile must wholly contain all the slices within it. Slices cannot cross
tile boundaries. So the slice number would be implicitly resized to the
max(nSlice, nTile).
Example:
ffmpeg -v verbose -hwaccel qsv -init_hw_device qsv=hw
-filter_hw_device hw -f rawvideo -s:v 1920x1080 -i ./input.nv12 -vf

1. must enable low_power mode since just VDENC can be supported by iHD
driver right now
2. Coding option1 and extra_data are not supported by MSDK
3. IVF header will be inserted in MSDK by default, but it is not needed
for FFmpeg, so disable it.

MFXVideoENCODE_Query calls CheckVideoParamQueryLike in MSDK and
will determine whether to set param.mfx.TargetKbps to the allowed
minTargetKbps according to the bitrate_limit in extco2 buffer.
Thus q->param.ExtParam must be set before MFXVideoENCODE_Query in case
minTargetKbps is written to TargetKbps by default.
1080P AVC encoding with option "-bitrate_limit 0 -b:v 100k":

GPU copy enables or disables GPU accelerated copying between video
and system memory. This may lead to a notable performance improvement.
Memory must be sequent and aligned with 128x64.

MSDK does not create internal acceleration device on Linux,
So MFXVideoCORE_SetHandle() is necessary.
It has been added for ff_qsv_init_session_device().
But missed for ff_qsv_init_internal_session() due to commit
