If makeopts_fate is set, these makeopts are used for running the
tests instead of the normal makeopts. If it isn't set, the normal
makeopts variable is used as before.
This is useful if remote testing on a lesser machine where a large
number of parallel jobs might be undesireable, while wanting to speed
up the build with many parallel processes.

If the "build_only" variable is set in the configuration file, the
FATE client will skip running tests and just compile all targets.

TARGET_EXEC allows running FATE on simulators, remote targets and
memory checkers. Also document a known issue with Wine and mixed
Unix/Windows line ending.
FATE_SAMPLES is now used directly by the Makefiles, which induces the test
system to run a test with the value of the environment variable as name.
Renaming the environment variable to LIBAV_SAMPLES avoids this problem.
