b5f19f7478 aac: Split function to parse ADTS header data into public and private part 
This makes the currently semi-public avpriv_aac_parse_header() function
private to libavcodec and adds a proper public API function to return
the parts of the ADTS header required in libavformat.

831018b0bb mpeg4audio: Make avpriv_copy_pce_data() inline 
The function currently accepts a PutBitContext and a GetBitContext,
which hardcodes their sizes into the lavc ABI. Since the function is
quite small and only called in a few places, the simplest solution is
making it inline, thus avoiding a runtime dependency completely.

f75f4194d1 Restructure av_log_missing_feature message 
Some invocations include a verb in the log message, others do not.  Yet
av_log_missing_feature expects callers to provide a verb.  Change the
function to include a verb instead and update the callers accordingly.
The result is a more natural function API and correct English in the
function invocations.

b59efc9434 Fixed size given to init_get_bits(). 
init_get_bits() takes a number of bits and not a number of bytes as
its size argument.

d36beb3f69 Add ff_ prefix to data symbols of encoders, decoders, hwaccel, parsers, bsf. 
None of these symbols should be accessed directly, so declare them as
hidden.

3cac899af9 Split the ADTS header decoder off of the ADTS parser. 
The AAC decoder and ADTS-to-ASC BSF both require the header decoder
but not full parsing capabilities.
