These strings are so short (longest takes 11B) that using
pointers is wasteful. Avoiding them also moves hashdesc
into .rodata (from .data.rel.ro).

It is not necessary at all. So remove it.
This also breaks an inclusion cycle mem.h->avutil.h->common.h->mem.h.
