a7f41f91e7 The current_sample field is meant to be the sample number, not an offset into

320d060ae9 On MinGW it is not possible to build shared and static libraries at once. 
Add means to disable building the static libraries and fix a few issues
with the MinGW build.

ab561df995 finally found what those >138 codes were... crappy compressed 5bit ascii. this gets them correctly, and adds setting track lang in movenc too.
