When the external allocator is used for dynamic frame allocation, only
video memory is supported, the SDK doesn't lock/unlock the memory block
via Lock()/Unlock() calls.

There are lots of files that don't need it: The number of object
files that actually need it went down from 2011 to 884 here.
Keep it for external users in order to not cause breakages.
Also improve the other headers a bit while just at it.

The mfx implementation based on D3D11 is expected for an internal
session on Windows, however sometimes this implemntation is not
supported [1]. A fallback to the default mfx implementation is added in
this patch.

Remove CONFIG_VAAPI for VUYX, YUYV422, Y210, XV30, Y212, XV36.
Make 8-bit, 10-bit, 12-bit YUV 4:2:2 video sources as well as YUV 4:4:4
video sources supported by d3d11va and dxva2 just like what VAAPI does.

If qsv hwdevice is available, use the mfxLoader handle in qsv hwdevice
to create mfx session. Otherwise create mfx session with a new mfxLoader
handle.
This is in preparation for oneVPL support
The following Cflags has been added to libmfx.pc, so mfx/ prefix is no
longer needed when including mfx headers in FFmpeg.
Cflags: -I${includedir} -I${includedir}/mfx
Some old versions of libmfx have the following Cflags in libmfx.pc
Cflags: -I${includedir}
We may add -I${includedir}/mfx to CFLAGS when running 'configure
--enable-libmfx' for old versions of libmfx, if so, mfx headers without
mfx/ prefix can be included too.
If libmfx comes without pkg-config support, we may do a small change to
the settings of the environment(e.g. set -I/opt/intel/mediasdk/include/mfx
instead of -I/opt/intel/mediasdk/include to CFLAGS), then the build can
find the mfx headers without mfx/ prefix
After applying this change, we won't need to change #include for mfx
headers when mfx headers are installed under a new directory.
This is in preparation for oneVPL support (mfx headers in oneVPL are
installed under vpl directory)
GPU hang is one of the most typical errors on Intel GPUs in
case something goes wrong. It's important to recognize it
explicitly for easier bugs triage. Also, this error code
can be used to trigger GPU recovery path in self-written
applications.
There were 2 other statuses which MediaSDK can ppotentially return,
MFX_ERR_NONE_PARTIAL_OUTPUT and MFX_ERR_REALLOC_SURFACE. Adding
them as well.

libmfx 1.28 was released 3 years ago, it is easy to get a greater
version than 1.28. We may remove lots of compile-time checks if adding
the requirement for the minimal version in the configure script.

Qsv decoder only supports directly output nv12 and p010 to system
memory. For other format, we need to download frame from qsv format
to system memory. Now add other supported format to qsvdec.

Add support for hevc_qsv to input RGB format frame. It will
transform frame to yuv inside MediaSDK instead of using auto
scale. Now hevc_qsv supports directly encoding BGRA and X2RGB10
format. The X2RGB10 correspond to the A2RGB20 format and BGRA
correspond to RGB4 format in MediaSDK.

GPU copy enables or disables GPU accelerated copying between video
and system memory. This may lead to a notable performance improvement.
Memory must be sequent and aligned with 128x64.

MSDK does not create internal acceleration device on Linux,
So MFXVideoCORE_SetHandle() is necessary.
It has been added for ff_qsv_init_session_device().
But missed for ff_qsv_init_internal_session() due to commit
1f26a23 overwrited commit db89f45Fix#7030

Currently profile mapping is hard-coded, and not flexible to do extactly
map (E.g: libmfx treats H264 constrained baseline to be baseline profile).
vaapi profile mapping funtion provides a better soultion than current
qsv mapping.

Currently pict_type and key_frame are unset.
Add an extra param to fetch the picture type from qsv decoder
The judgement “key frame is equal to IDR frame” only suitable for H264.
For HEVC, all IRAP frames are key frames, and other codecs have no IDR
frame.

Fix a common vp8 decoding failure.
Many vp8 clips cannot decode if hw_frames_ctx is enabled, reporting
"Error during QSV decoding.: incompatible video parameters (-14)".
It is due to mfx.FrameInfo.Width/Height not matching coded_w/coded_h.
