Shivraj Patil 012ba786e6 avcodec/mips: MSA (MIPS-SIMD-Arch) optimizations for VP9 MC functions
This patch adds MSA (MIPS-SIMD-Arch) optimizations for VP9 MC functions in new file vp9_mc_msa.c
