With multilayer001.heic, which signals Spatial scalability:

Before:
[hevc @ ...] Scalability type 1 not supported
[hevc @ ...] Ignoring unsupported VPS extension

After:
[hevc @ ...] Scalability type 2 not supported
[hevc @ ...] Ignoring unsupported VPS extension
