Shivraj Patil 709bb45c66 avcodec/mips: MSA (MIPS-SIMD-Arch) optimizations for me_cmp functions
This patch adds MSA (MIPS-SIMD-Arch) optimizations for me_cmp functions in new file me_cmp_msa.c
