Only set the ScratchpadContext and let the users that need it (i.e. encoders) set the MotionEstContext stuff themselves. Also add an explicit pointer to ScratchpadContext to point to the allocated buffer so that none of the other scratchpad pointers is singled out as being used for the allocations.
