* qatar/master:
  ARM: allow runtime masking of CPU features
  dsputil: remove unused functions
  mov: Treat keyframe indexes as 1-origin if starting at non-zero.
  mov: Take stps entries into consideration also about key_off.
  Remove lowres video decoding
