to a statically allocated buffer decode_buffer_0 in cook instance.

  libpostproc and libswscale are licensed under the GNU Lesser General
  Public License.

* libpostproc and libswscale are distributed under the GNU General Public
  License and their compilation and use is optional in ffmpeg.
