Andreas Rheinhardt 3b87a480fe avcodec/mpegvideoenc: Allocate blocks as part of MPVEncContext
This avoids mpegvideo.c having to deal with the fact that
the encoders use two sets of blocks and is in preparation
for not allocating blocks at all.
