Anton Khirnov 7d1d61cc5f lavc: deprecate AVCodecContext.ticks_per_frame
For encoding, this field is entirely redundant with
AVCodecContext.framerate.

For decoding, this field is entirely redundant with
AV_CODEC_PROP_FIELDS.
