Add more criteria for popularity to CONTRIBUTING.md (#11364)
* Add some package minimum requirements * Add Arch linux User Repository minimum popularity requirement * Add minimum downloads requirement for Chocolatey packages * fix punctuation * Add Clojars popularity criteria * Remove "linux" from Arch User Repository * Update minimum for Homebrew * Remove requirements without a time measure
