chore: enable move and stale probots (#5292)

Enable [stale](https://probot.github.io/apps/stale/) and [move](https://probot.github.io/apps/move/) [probots](https://probot.github.io/).

`confirmed` and `a11y` labels have been added as exempt labels for stalebot
