Pat O'Neill	0a19cf0d6a	feat: Add 'beforepluginsetup' event and named plugin setup events (e.g. 'pluginsetup:foo') (#4255) ... This adds a beforepluginsetup event as well as beforepluginsetup:$name and pluginsetup:$name events.
