Faster quickCooldown and quickMovement attributes (#42)
Speed up quickCooldown's attack speed, but nearly halve damage. Speed up quickMovement speed. This is mostly to make Fast faction feel... fast! Preserves their theoretical 15% increase in dps over Neutral faction. Technically a buff for Nuclear and Suicide faction too.
