h264: error out on invalid bitdepth.
Fixes invalid reads while initializing the dequant tables, which uses the bit depth to determine the QP table size. Found-by: Mateusz "j00ru" Jurczyk and Gynvael Coldwind CC: libav-stable@libav.org
