Merge remote-tracking branch 'qatar/master'
* qatar/master: dsicinvideo: validate buffer offset before copying pixels. cook: error out on quant_index values outside [-63, 63] range. mpc: pad mpc_CC/SCF[] tables to allow for negative indices.
