indeo3: switch parsing the header to bytestream2
Also add an additional sanity check to the alt_quant table. Fixes invalid reads with corrupted files. Reported-by: Mateusz "j00ru" Jurczyk and Gynvael Coldwind CC:libav-stable@libav.org
