avcodec/roqvideodec: Move transient GetByteContext to the stack
This avoids keeping potentially dangling pointers in the context, beautifies the code (by replacing "&ri->gb" by gb for every access to the GetByteContext) and also highlights the GetByteContext's short-lived nature better.
